Annoyingly, in Minecraft you cannot change the volume of the thunder sound. You can only switch it on or off. In Survival Games having the sound on is often helpful because it informs you that a player was killed and gives you the direction even if you don't see the lightning strike. During the thunderstorm world event however, there is a constant thunder blasting at full volume so I usually turn the weather sounds off.

My suggestion is that you make the thunder silent and play the sound effect as a regular weather sound instead so it is affected by the weather volume settings. You could either do this for all lightnings or only for lightnings from the thunderstorm world event.

I think thunder sound belongs to weather, but correct me if I'm wrong. So try to turn that down to 0% and see what it gives. If the thunder sound dissapeares Cube don't need to change anything, otherwise making the sound silent would be an option. :)

That sound is so annoying, even with the lowest sound setting it is extremely, and when someone posts a video about, and people watch and they are listening with headphones, this sound will kill their ears. +1

He pointed out that the thunder of the thunder storm is extremely annoying and that he doesn't like it, but he doesn't want to turn off the sound of thunder because there is thunder whenever someone gets killed and e listens to the sound of the thunder to locate the players.

But he likes to listen to the thunder when someone gets killed, so he can locate them and slay them.

I'm not sure how they do the thunderstorm, but the spigot api has a function to spawn a single silent lightning strike. If they used that they could still keep the sound of the other lightnings.

Edit: For some reason the spigot api cannot specify the source of a sound, so in order to play a regular weather sound instead they'd probably have to use messy vanilla commands.

That doesn't change the thunder volume. It is the same for any weather sound setting between 0% and 100%. You can only set it to OFF or any other setting.

I do agree that the thunder sound might be a bit too loud, yet even though I barely play it and have no problem with it.
    It can be loud.
