As of now each rank has a limit of players that they can currently have in their party, at any given time. The maximum amount of players per rank, are as follows:

• Stone: 3
• Iron: 4
• Lapiz: 5
• Gold: 6
• Diamond: 8
• Emerald: 10
• Obsidian: 15

Upgrading your rank at https://store.cubecraft.net will get your more party slots!

Yes it includes the owner, so as a stone you can have two others in your party.
