Minecarts

I know this question is given a lot over the forum, I never actually found a useful/correct answer on how to get minecart. People say u have to hand craft it, like without the crafting book, but it still doesn’t work. Is it like a quest reward or what. Also, there is a quest to make rails and it says in the description “all rails but no ruby”. To me, that sounds like you can make rails but no minecart.
