Java Make the use of illegal modifications ban permanent as first time ban

When staff bans some cheater it is a guy who have alts 99% of the time.
They will be over much faster when first time the ban for using illegal modifications is permanent.Change it for less cheaters on the server Please

It doesn't matter if you ban someone's alt permanently. They will just use other alts ._.

I mean, it will be unfair for those who don't have extra alts (And yes, cheating isn't fair, but everyone deserves a second chance before perm to prove themselves)
And adding this will not decrease the number of cheaters as said above:
