If A Ranked Player Were to Get Banned Would They Be Refunded?

If A Ranked Player Were to Get Banned Would They Be Refunded? I am confused on what would happen because if they were losing their rank and did not get refunded wouldn't that be unfair?

We don't refund ranks anymore. Also your account is your responsibility, if you chose to break the rules on it that is your decision and we don't refund for it. ~locked
