The server is way to big for /report also

1. abuse and
2. The way the server is built unless your in a lobby staff cant help you

According to the report guidelines I don't have to warn anyone for targeted chat offense.

Targeted Chat Offenses: No warnings required. Report them immediately with screenshots showing them using targeted chat offenses toward you.

But when I go to the new report system it says that swearing needs a warning before you can report someone. And there are no other options for anything like targeted chat offense.

Can you report anyone without the warning, or not?
