Better Web layout?

Hi guys, I'm quite new here so much of you guys are probably used to this forum format... But as a newb, I'm getting quite a hard time navigating through stuffs.
Here are my suggestions:
- Add a hotbar
(you know those icons you can click at the near top of the screen, which directs you to the store/forums/home etc.)

- The create thread button should be labelled and moved to somewhere more obvious
(I took quite a long time looking for that '+' xD)

Well that's it, the web could use some improve in design, but I wont say much cause I rly cant do anything :p

I know it can be difficult to find things when someone is new.

But they're working on a new website and I hope it will be easier for new people to understand the website.

There is already a hotbar, but located at the bottom of the screen ;)
