Video Why do people block off the staircases on Skywars?

Also, should people be punished for doing this?
I've had this happen to me like a zillion times and it is just plain annoying. I know it isn't really breaking any rules. But just why?

I hate when people do that. I think it is a little uh, selfish.. xD But I don't feel like this should become punishable.

It's actually pretty annoying that people do this in team just because they want to loot themselves. :(
