Teamers get off scott free

I attached names to the report AND a video showing said players AND a piece of the log that proves both names. my video quality was trash, yes. but the log clearly shows names:

[13:07:23] [Client thread/INFO]: [CHAT] :Stone: Woodson: we are best frends
[13:09:07] [Client thread/INFO]: [CHAT] :Stone: TheBlue_Knight: cmon then
[13:09:12] [Client thread/INFO]: [CHAT] :Stone: TheBlue_Knight: lets fight
How does this happen?

Attaching the names in your report is not valid proof of the players names. You could easily fill in false names, there is no way to make sure if these players are the players you attached in the report if the names are not clearly readable in the video. Also showing the names in chat is not valid proof, you can't know if those messages/names are from the rule breakers or from someone else if the names aren't visible. This is not the moderators fault.
