I have always seen it as a requirement, something you had to do before you lock a certain topic.
Not providing a reason will cause people to get confused and perhaps even cause people to think the thread got locked because of a different reason.

I've notified all staff that they must post the reason for locking whenever locking a thread. Consider this implemented!
