Shifting in a 1x1x2 area

I have one question, for the mods:
WHAT is the punishment for shifting in a 1x1x2 area, some get punished, some don't, I don't really know what the punishments are... Can some of the staff tell me it, and DO NOT lock it after one reply, I want to hear all of the different opinions..

It is punishable (http://prntscr.com/9v6iw8) when reporting someone who is camping you require video evidence and you need to give them at least 3 warnings.

For it to be bannable, you have to record the player camping over several different games on several different occasions. A ton of warnings must be given over a period of time and this entire process must be recorded. In general, banning players who camp is not enforced apart from on extreme cases

Is a ONE hour + game of skywars fully recorded, while the player was AFK, while I was literally crying and say words about him when I found him, included to the category "extreme cases", or atleast, when a player is recorded once doing this type of thing, get an official warning next time he gets on, or anything like that..

For Skywars I would suggest adding a player tracker when there are only two players left in the game. For Team Skywars I'd suggest the same but only when there are two separate teams remaining :P
