Java [Repost] Make the /rules command more fancy!

Hello everyone! I'm gonna repost a suggestion today! The original thread is by @SantaCookie here.

Right now it looks pretty gloomy:

It should look like this:

It should say: Click here to read our Rules! or something like that.
The point of the thread is make /rules to a nicer colour.

This should at the most take a few minutes to implement.

As for the suggestion, I have really bad vision, so bright and bold text is great for me.
