I couldn't find any mutes on your account, so you probally changed something in your Minecraft Chat Settings.

Esc -> Multiplayer settings -> Chat: Show

I didn't work but I think it has something to do with the privacy policy. I have accepted it in settings but it's still there and it says I have to accept it again.

If I try to type anything it says "Cannot send chat message".
