Java Make "Tabbing" through players with /report possible

i assume this was supposed to be possible but it doesn't work.

I feel like fixing this could make reports much easier, and I personally dont see any downsides.

I think this could be a versionspecific bug. What version are you using? I managed to tab the name and the reason yesterday and I was using 1.12.2.

I can't tab players while reporting them as well and I'm using 1.13, It's very annoying cause it takes so long to report someone and they may leave the game before I can report them.

I remind that when I started to /report Cheaters sometimes I wasn't able to /report them because they had left the game and I didn't understand it.
I think this should be fixed because is nosense that you aren't able to report someone because he/she isn't in your game but in the Network yes.

Sometimes I'm able to tab out the names, sometimes I'm not.
(I switch a lot between different versions)
So I believe it indeed is a version bug.
I'm not able to tab out the names in the latest release. (1.15.2?)
I am however able to tab out the names in 1.12.2.

I'm able to use tab in 1.12.2. If you're using higher than 1.13 it might not work as commands there work a bit differently (by 'guessing' the command) and don't always work well if the client doesn't have all the commands... and since /report does not exist client side, I think that's causing the problem
