idk i was gonna say forums mods since most reports in forums getting reviewed after 3/2 days
If you are mod then you are mod everywhere including the forums though in this case since your suggestions seems to be now referring to ingame reports, we already have a reporting system for ingame reports that you can find here
He means an application for a separate forum role for people who, if accepted, can report forum posts.
