Its located in the mixed arcade mini-games.

It's still there (panic over) in mixed arcade but I've noticed that Layer Spleef games are only available every so often. Most of the time mixed arcade is filled with loads of paintball and slime survival servers. I believe they need to balance out the availability of the games more.

This is because there is a featured game switched weekly
It will cycle from 1 arcade game to the next behind it
So every around 5 weeks it will be featured
