New maps could be introduced with the new 1 13 blocks by having maps that require certain versions so if anyone wants the new maps they can have them without blocking those who dont/cant update.

this already exists, idk if its in cube tho. theres a plugin that, for example, replaces green concrete in 1.12 to green wool in 1.8.

There is no point in having this implemented if the entire server can be updated.

Apparently, cubecraft is worried about losing players because of it or something similar from what I can gather from the 1.13 threads it's ridiculous.
