Arachnid Exile - Tough Spiders

I'm doing the Arachnid Exile quest.

I've been killing spiders for a couple of days, and so far i've seen one "tough" spider (any level) ?!
Is this normal behavior of the spider spawners ? (I've upgraded one spawner above lvl 10)

Am I doing something wrong so that "tough" spiders are not spawning ??

Um I don’t think there is anything you can do for more spiders, but only one is weird. I would suggest to just keep going and hope your luck turns maybe?

Its completely randomised. Try upgrading your spawner since that helps a lot aside from that theres nothing you could do from what I know
