Great design. Some waste, but should work. I'm going to try it out.
FYI: You can actually put spawners under water, so water flows over them, and they will still spawn creatures.
If you want to float them above, like you have here, then put a slab on top, creatures don't spawn on slabs. No need for a stack of blocks.
