The Creeper would probably follow the one that spawns it. Anyway, nice idea :)

The TNT kit would be flawed if this was added, AND it is it better than the TNT kit because you don't have to place everything and place a red stone torch and wait for detonation. I would say that this can replace the TNT kit, but I prefer the TNT kit soooo, I don't support this.

I like the idea in general, but maybe instead of creeper eggs some kind of item that makes explosions every like 10-20 seconds?

Would be too easy, because a bow has a very long reach.
For example, you see someone who just got out of a fight and is regenerating in his island - one bow shot with a Creeper and he/she's dead.
