Should The Appeal system be Changed?

So for a while I have been thinking about this, most people will hate this idea and I understand why but please take this into consideration. Right, so when you post an appeal, it's handled by the staff member who muted/banned you. I don't think this is a particularly bad system but this MAY be an improvement ;

Idea #1
Reported (Normal)
Muted/Banned by Admin/Mod (Normal)
Post an appeal (normal)
The appeal is answered by an Appeal Mod who can only deal with appeals and has no in game title like ||Mod|| thy are just their normal rank however [After someone wins their appeal the] Appeal Mods can then Unban/Unmute the player in game, that is their only extra permission, they cannot mute or ban, only Unmute or unban.

Also Second offence appeals will be dealt with by Admins not Appeal mods or regular mods. If someone posts a Third thread in the Unmute or Unban section it is automatic deleted.

Summary:
First time Offenders have their appeals handled by Appeal mods
Second time Offenders have their appeals dealt with by Admins
If you post a third Appeal then your appeal will be deleted on creation.

Idea #2
Same as the current system except all staff members except the one who mute/banned the player can close the appeal.

Idea #3
Mods ban/mute and admins answer appeals, or the opposite

That's it. I know why lots of people won't like this especially the staff but thanks for reading.

The idea would be that the same staff member that muted /banned them doesn't deal with the appeal
But that staff member that took the action knows exactly what happened. If they didn't deal with it other staff members may not know what has happened, then go to the mod/admin who did it to find out why. Making this thread kinda pointless.

If the mod / admin thought the ban/mute should be shorter or the player shouldn't of got it at all, then they wouldn't of banned/muted them. Pretty much all appeals end in the same length of mute/ban

I don't really think we need to change anything, it works fine now and making it different would just confuse people with the current system

My first post should be ignored New idea:

In an appeal both the player who appeals and the staff member who muted/banned must provide evidence and it is up to another staff member to decide the appeal based on the evidence and statements put forward by both sides of the appeal. And the staff member who decides can be A mod or Admin,

I don't think another player/staff should get involved.. They don't know exactly what happened, they wasn't there at the time. The current system works well, no need for any change at all.

The way the staff handles appeals is perfectly fine from what I've witnessed and does not need to be changed. The staff are the best people who know this, since they deal with the people appealing which isn't always easy. From what I've read, 2 staff already disagree with the suggestion.
