Youtube Rank Bug

Hey!
I'm a 20k subscribers Youtubers but I have a problem. When I try to apply for Youtube Rank, when I try to open the verification video it doesn't open, and I can't upload it to Youtube.

We're aware of this issue. YouTuber applications are currently on hold due to technical issues
