The general rule on another server I'm admin on is "Anything that doesn't give you an unfair advantage over players." So for instance...
Acceptable Modifications:

• OptiFine, or anything that just boosts performance
• Mini maps
• Player models of any kind (BetterModels, MineLP, etc.)
• Custom texture/resource packs

Unacceptable Modifications:

• *********, *****, any other griefing client
• Player radars
• *****, anything that gives you flight, potion effects, etc.
• X-Ray Texture Packs

But you can still use whatever mod you want cause they can't know, I think all mods are allowed if aren't blocked, and if you use its nobody will know it.
