To be honest I don't really see how that would help, either.
The point of warning someone is to inform them that what they're doing is wrong and they should stop.
How would a command be better than just writing it in the chat?

It's way faster to do "Report warning 1/2" Instead of a green message in the chat "HEY THIS GUY has been warned!" YaY! pls .-.

My suggestion is to add a warn command:

A warn command, a lot of people doesn't know how to give proper warnings:

/warn HangarGeek , this is what the reporter, reported & the rest of the people will see:

(first one is broadcast, second is the warned & the third the reporter)

The other thing was removed due idk

Staff will get spammed so just be patient. you can tag staff members after 3 days without one replying on your report> this idea is gonna be denied anyways But thanks for the idea :)
