Because there will be unlimited unbans, people have more chance to reach 100 successful reports. Which means more potential staff. STAFF SCARCITY FIXED. Because people have unlimited access for only 400 bucks, hackers will never leave cube, which means more players. The annoyed players will hack too, resulting into a ban and in reaction they will buy unlimited unbans too. PLAYER SCARCITY FIXED. Which will mean even more money and the continuation of this process. 3 problems fixed at once. Easy.
