without xrayers unclaimed underground bases would be op.
Without xrayers fake bases would get raided. You have no safe way to store your items unless using a bouncer wall which often glitches out.

They said that factions isn't going to come out anytime soon so I'm assuming by the time it gets out, the Anti-Cheat will be in the works.

Yep, and for factions they'll probably/hopefully have an anti-xray plugin. (Everything under the blocks that you can see is shown as ore/chests for a split second until you uncover it

I think it's called Orebfuscator, and it's pretty good.

I actually like this idea. However, it still would cause lag but not anymore than the noobs that drop stacks of diet and deadbushes on the ground :p

Its pretty good at blocking xrayers from finding ores. However it doesnt cover up unclaimed bases and do you know what else it is really good at. Creating tons upon tons of blocklag and creating fake ores in caves.
