Well, I could use a "no" button since there's no video proof to go off of, but there's no "no" option available. Judging by your story though, he's probably exploiting a vanilla bug where your breaking timer doesn't quite reset if an entity gets in your way. It's hard to describe, but it's definitely a possibility. And by the way, that's a bannable offense.

Without proof, the staff can't ban this person i'm afraid, since they are only staring at words.
You need video evidence to get the hacker to be caught and then banned.

Try Vidlii, somewhere that you can upload videos that isn't Youtube, then report him with video evidence.
