I would really like to buy PLUS rank, but I do not want it to automatically go off my bank. So now I have a question: does it pay off your bill every month or do you have to buy it again every month?

Plus rank is charged every month, it's not manual. Anyways you can stop it whenever you want, clicking the link in your latest renewal email.
