need redstone / command block help

hello there,

i don't know much about redstone or command blocks so i've come here to ask for some advice.
basically, i'm trying to figure out how to have a lingering potion effect grow.
similar to what lucky islands has, with the (i believe) poison effect growing

you can use NBT tags on the summon command to summon an area_effect_cloud
/summon area_effect_cloud ~ ~ ~ {Radius:1.8f,Duration:2147483647,RadiusOnUse:0.01f,RadiusPerTick:0.0002f,ReapplicationDelay:40,Effects:[{Duration:60,Id:19b,Amplifier:0b}]}
