Just like staff can't monitor each player to make sure they're not hacking, Mojang can't monitor each server to make sure they're following the EULA

The servers that were going to be blacklisted because they were pay-to-win are still not blacklisted. Reporting it doesn't help, besides, they are probably already on that list.
