Apparently none of you know what VSync actually does.
It waits until the refresh cycle is complete before the video card can render anything visible, preventing screen tearing, which looks like this (image shamelessly stolen from wikimedia, licensed under CC-BY-SA-3):

Yes, it limits the framerate to your monitor's refresh rate, but this means that tearing doesn't happen, so it's nicer to look at. It's definitely a useful feature, but if you don't have a decent PC, you might want to turn it off to increase your FPS.
