Bedrock server = Java server on different instance?

Hey guys, I found something out on the Bedrock server. Look at that screenshot:

The server software Bukkit is not a software for the Bedrock Edition but the Java Edition. That leads me to think that the Bedrock server is just a modified version of the Java server.
Is that true?

I found out something like 2 weeks ago but I forgot to post it on the forums xd, and it's that if you type /fly on the bedrock network, you will see an error telling you that you need at least Emerald to use that command. But emerald is a rank that only exists in the Java Network, there is no way to fly in lobbies if you are playing on bedrock, unless you are part of the staff team.

I don't think it is a modified version of the Java Network, but some configurations are indeed copy pasted.
