A player got hands on a quarty block

Today, while hanging out in the Skyblock lobby, someone in chat typed that he got a quartz block from an unknown source. I am interested, is that a bug or a reward from a quest/obtainable block from an island. He said he only got a block, so it can't be used with the enchanting.

There are quartz blocks under the Savannah island. This is not a bug nor reward.
