I reported a Hacker in assasination, but the status on the report page says closed.
Does this mean hes banned or not?

If you click on the persons name, you'll be able to see a message from the staff who reviewed the report. Often it'll either say the person has already been reported, or you have insignificant proof.

Closed usually means you posted with insufficient evidence and your report was denied. I recommend reading through this section of the forums before reporting again to ensure you are correctly submitting reports.
