man i am sick of reading the massage when i get killed when it says like "jams made frank eat dirt" i don't know how is that allowed for chat board but some how we can't say mean stuff to people like "LOL YOU SUCK" like how is that not the same to the first "jams made freak eat dirt" like how is that not different to that?

Kill messages are not malicious, but players unnecessarily typing offensive sentences in chat is malicious.
Hello, kill messages like “X made Y eat the pavement” are simply playful, pre-written game messages. They are not personal or targeted to anyone, just silly text added to gameplay.
That’s different from saying “LOL YOU SUCK,” as that is direct player-to-player communication aimed at a player, which can be considered insulting or toxic depending on the context. If someone is using inappropriate language or breaking the chat rules, there is already a player report system where you can report chat behaviour: https://www.cubecraft.net/categories/player-reports.150/
Because of this, scripted game messages and player-created toxicity are not treated the same, as the context and intent behind them are different.
