Why would you need this? Realistically you'll have a snowball on you each time you are close enough to a player to freeze them, unless you are suggesting its a ranged or throwable item, which also renders it useless because of snowballs.

The only way I could imagine it working is if it was some kind of thing where, upon getting that powerup, a random player gets instantly frozen or you can choose which player gets frozen using a pop-up menu. That would make it quite overpowered though, especially in endgame stages where there is fewer survivors than snowmen.

Those are definitely good ideas though, especially given the fact the survivors already have a higher speed by default which makes them very hard to catch. (Though snowmen should still be slower than survivors as snowballs are ranged, the whole point of the game is the fact that there has to be distance between the two)

What I think would also be a good suggestion would be giving trackers to more than just the "main" snowman as the trackers tend to have very long cooldowns (relative to the length of the match) and sometimes the main snowman just refuses to actually use it.

As an extension of that maybe there could be a powerup that gives the player who picked it up a locator map for 10 seconds which would have all the survivor locations on it. This would also make it harder for survivors to hide.
