You cannot apply for staff, and when the time comes, all the staff members agree on one or multiple people to become staff. Doing this and asking for staff gets you on the blacklist, aka very very low chances of being picked for staff

yes exactly as he said. Asking for staff will add you to the blacklist which you would have to do literately a miracle to get staff once on the blacklist...
