Here are a few suggestions.
1. Buy a new computer (you probably can't, but it's the most straightforward one.)
2. Make your computer run in "Full Performance" mode on the battery sign. (You will probably need to plug it into the wall.
3. Shut down as many programs as possible when running Minecraft. (i.e. Web browsers, anti-virus scans, etc.)
4. Check CPU usage in task manager when running Minecraft. Minecraft should be using a big chunk of the CPU, and if there's another program using CPU a lot, try to end it (but NOT any crucial computer systems, maybe ask before you do it for safety?)
5. Allocate more RAM to Minecraft in the Minecraft launcher. It might not help a lot, but it might a little bit.

Oh, and minimize video settings. It helps A LOT.

Render distance: Tiny
Smooth FPS: On
Animations: All Off
Particles: Minimal
Details: All Off (Except for maybe Sun and Moon in survival)
Smooth World: Off
VSync: (On- usually gives you 60 fps, not sure because your average is lower than that.
Off-Kind of makes fps go everywhere. Experiment with turning it on and off)

If you have any more questions about

Best Settings:
First off. Install Optifine Light. Ultra is designed for fast computers. you will get upto 40 at your fps.
If you have high processor speed, but a bad graphics card. like me. you can increase the render distance upto far without losing a frame.
Tiny should be the best though.
V-Sync Off - It limits framerate to your monitor, if using a laptop this is a frame killer, it will take you down to 20 or 30. because laptops are not designed for gaming. unless they are gaming laptops.
Advanced OpenGL Fast - I'm pretty sure fast makes it the fastest xD
Graphics - Fast
Put minecraft into fullscreen with F11. it's actually faster.
