As we many of us know, if we break a structure that has structures placed on top of it, the structures on top won't fall. I assume that many people have had the experience of trying to get someone down, who is constantly continuing to build higher and higher with stairs, and you keep on shooting with your RPG but every time you hit, they just continue to build higher and higher.
