What's the maximum enchanting level of wooden tools?

I wanna be able to avoid having to spend hundreds of levels and resources for those 'enchant 4 items to [insert level here]' quests but I'm not sure if I can.

Level 1 = 3xp
Level 2 = 6xp
Level 3 = 9xp
Level 4= 12xp
Level 5 = 15xp
Level 6 = 70xp
Level 7 = 84xp
Level 8 = 98xp

Tools can be leveled up 20 times. For example:
Efficiency 10, - Fortune 10
Efficiency 20 - N/A
Fortune 5 - Efficiency 11 - Unbreaking 4 etc.

And yes, I would recommend using wooden tools because of the low xp costs.
Flint and Steel also would work because of its cheap xp cost, and I personally think enchanted flint & steel looks pretty cool.

It was a quest with "catching fish".
To make things faster I enchated my fishing rod with "Luck of Sea" level 4, and I couldnt catch any fish(compared to level 3).

search google(if you dont know) and find max enchanted levels.
And dont go beyond that level.
