Staff spam solution

The appeals section is at the very bottom of the forums page and judging by how many players spam every single staff member with their appeal, I don't think they're seeing the ban department. I think that the mute and ban appeals should be combined into "Appeals" and it should be moved to the official cubecraftgames newsboard. It could be placed below the "official rules" thread.

This way everybody will see it before they have even made their account, and there will be a decrease in people copy/pasting an entire paragraph across the entire list of staff members
