They can, If they had a more advanced blacklist which would add words instead of letters, then this would work! 100% (Ok, Maybe 99%) But this will not stop all swearers, only reduce the chance.
So it has no point to add, because the swearers won't stop and will find other ways to swear.

Chances is nothing, it needs to be a 100% that it will happen.
Chances are a thing, Like if there were Hackers on Cubecraft and theres a high chance that they will get banned. If chances are nothing, then why make an ani-cheat? Nothing is perfect, every game has Bugs/Glicthes and so on.

I'm actually with OP here. If reported correctly, as in the abusers were given warnings and ignored them, the ban is legit, and repeated offenses should come with harsher punishments.

Saying its a minor offense is kind of pointless as well, because it is still breaking the rules, and repeat offenders are doing it knowingly. In criminal justice systems, no matter the crime, habitual offenders are punished more severely. We should follow that very system. Sure, the scale should be tweaked, as it does increase rapidly, but I don't see why it's considered a bad idea to so many.
