Skyblock Skyblock Spawners

Me and my friends have gotten pretty far (just unlocked Blazer Island) but when i removed all the spawners there and tried to place them somewhere else, nothing spawned. Ive tried both Overworld and Nether, with Wither skeleton, pigman and blaze spawners. Also tried their respective islands, still nothing.

Am i doing something wrong, i am just placing them on the ground.

I haven't unlocked wither skeleton or Blaze as there is one quest I just cannot get past, however i have a pigman grinder.

What are the blocks around them? And I believe there is a mob cap so could you be reaching that already? Other than that I'm not an expert sorry :/

I just place it on flat ground for now to test it, so netherrack, cobblestone, grass, planks. Waited a few minutes every time i placed it but still no spawn. No mobs nearby, i had a mobgrinder with lower level wither skeleton and pigmen but that aint working anymore now that i picked up the spawners

What quest are you stuck on? (Explain it, only name wont help)

Thats very weird. I have no idea what that could be. I'll keep looking though!

I'm just stuck on the having to enchant 4 items to level 5- requires so much exp and my pigmam exp grinder isn't optimal yet
