Okay, there's been countless times when a new player necro-posts without realizing it, probably having not read the forum rules.
The thing is, the forum rules aren't super easy to find, as they're hidden in Forums/Suggestions

Most players usually don't have that as their first stop, as most prefer reporting first.
So my suggestion goes as follows:
Whenever somebody joins, make their first stop the Official Forum Rules

After that, they get the "Official Rules" (In-game rules)

For some reason, this one is clearly shown in the "Forums" section unlike the Official Forum Rules

Adding on to that, I'd also like to see three additional tabs.
Those being:
-Official Rules
-Official Forum Rules
-Report a Hacker
"Report a Hacker" would lead to the "Player Reporting Guidelines and Formatting thread" here:

There's been countless times where somebody necro-posts a thread I haven't seen before and I contribute to it way too late.
And this could also reduce the amount of questions asked by newcomers regarding reports and such.

I think that this is a good suggestion. How do you suggest they get to see it? At the end of the day it's up to the user to choose what they click on. Even if you have it on the front page, it's up to the user to click on it and read it. Would you suggest that before they make their first post, it redirects them to the rules?

They get redirected to the rules as soon as they log in to a new account, and they can review the rules another time with the tab on the top of the screen incase they logged in a long time ago

Brilliant idea. In fact, I think that thread should attract more attention, such as having it in bold or in a bigger font as well, so it catches the forum user's eye, and makes them read it. We all know how many ridiculous threads we see everyday, many of them breaking rules as well.
