Punishment track

I have a question about how the punishment track works. Eralier, i recorded a person kill farming and reported him. It was successful, however he was only warned. According to the rules section, this should have banned him for at least a day depending on previous infractions. What warrants a warning, and what warrants a ban?

This shows that the first punishment for what you are stating is a Warning.
