It isn't a point of putting the watching message in chat before someone gets banned. The "Sentinel is always watching." messages are automated and posted every hour. It's just a coincidence that the message popped up just before someone was banned by Sentinel.

Generally, they are banned at the same time the ban message is sent. Sometimes, it takes a moment for the server to catch up and kick them which is why they weren't kicked from the server at the same time as the message.
So I guess you could say that it has already been added, but server lag makes it seem different.
