That can avoid many problems. Here are some of them:
We are humans, sometimes we forget things. Imagine a situation where the (in-game) muted player appeals the punishment, but the staff member doesn't remember the reason for the mute. Please do not say that it can't happen, there's a first time for everything.
If you take evidence of the offense, the offender can't just come up with something like ''You muted me unfairly'' because you can show evidence. Or ''You muted me just because you don't like me'', ''You muted me just because I killed you'' etc.
In my opinion, muted players should always have the opportunity to see evidence of their offense / what are they blamed for.
