So I think I found a way to eliminate macroing and abnormally high cps, without limiting hardware usage. The method is to make cubecraft itself registers less cps. Say, a player is clicking 50cps (abnormally high). Cubecraft, instead of registering that 50cps, will ignore some clicks and make it 15cps instead (because that's the cap, right?). This way, both macro players and normal players alike will be forced to play with the capped cps.
Keeping in mind the recent ban of drag click and double click, and the wave of hate in the discord chat against it, I put forward my suggestion so that nobody has to change/modify their hardware.
