I see more people using chat

I know I'm permanently shadow muted, but for some reason when Minecraft updates, I see more people using chat. Did they modify the shadow mute system or something?

I don't know if the mute system was changed, but if they changed anything, they won't announce it for obvious reasons as people could try to bypass the restrictions so the bot doesn't mute them.
