So there two problems, problem one: when using a sheers on a pumpkin, it will not become a carved pumpkin. problem two: if i cannot have a carved pumpkin, how will i pass this quest to make an iron golem and kill it?

I think if you use a normal pumpkin, it should work too. I'm not too sure, though.

That is correct, it will work if you just use a pumpkin. In Skyblock we do not have the carved pumpkin variety.
